Henry Li

Henry Li is the Chief Financial Officer.  He directs the departments of   Procurement & Contracts; Information Technology; Human Resources; and Finance (Accounting; Budget & Analysis;   Financial Planning & Forecast; DBE Program; Grants & Capital Program; and Revenue & Collection Services) at HRT.  He also serves as treasurer for HRT’s governing board.

Mr. Li has over 17 years of experience in finance.  His career began in Wuhan, China where he served as the Director of Finance and Administration for Wuhan Hefeng, Inc., an international company.

Upon graduating from a MBA program at Georgia State University, Mr. Li served as the manager of Operating & Capital Budgets for the Metropolitan Atlanta Rapid Transit Authority (MARTA), the Director of Management, Budget and Analysis for the San Francisco Municipal Transportation Agency (Muni) and, most recently, as Treasurer and Chief Finance Officer for the Georgia State Road and Tollway Authority in Atlanta.

During his career in public transit, Mr. Li has contributed to many special studies designed for process and efficiency improvement to include  fiscal and efficiency improvement; rolling stock financial analyses; garage maintenance efficiency; paratransit efficiency; operations and maintenance cost modeling; operator absenteeism and overtime; fare structure and fare elasticity; bus scheduling; and bus/rail maintenance labor standards.

Mr. Li received a Bachelor of Arts in 1985 and a Master’s in Education Administration in 1990 from Central China Normal University.

Mr. Li is also a Certified Public Accountant.
