D. Funding and Costs

39.  Who would pay for the system?  How would this Project be funded?

There are many funding options for a new transit system. The Federal Transit Administration (FTA) and the state of Virginia may provide funding for the Project as well as local funds from Newport News. The study will consider what combination of funding options is best once the estimated cost of the Project is developed during the study.

40.  How much will it cost to ride? Will the ticket price cover the rapid transit system and the bus ride for one trip?

The study will determine what the estimated ticket prices will be. HRT’s current bus fare is $1.50 for adults for a one way trip and discounts are available for students. There are many multi-ride and pass options available for passengers to purchase. The PRTP fare will be comparable to the bus fare. On HRT’s current system, transfers from one bus to another are free.

41. How much will parking cost at the park & rides?

The study will determine if there will be a cost to park at the park & ride lots. In the study for the Norfolk LRT project, park and ride lots are expected to be free.
