HRT procurements are governed by Federal and Commonwealth laws and regulations. Procurements over $50,000 are advertised locally in the Virginian-Pilot and the Daily Press, and in other regional and national media as appropriate.
For purchases under $50,000, HRT solicits suppliers from our supplier lists. To add your name to our supplier lists, email hrtpurchasingdept@hrtransit.org and provide company name, point of contact, address, phone, fax, email, and the general categories of supplies or services offered.

On September 20, 2007, the Federal Transit Administration issued a Final Rule making significant amendments to the Buy America regulations. This action affects areas including the definitions of "end products" and "components;" microprocessor waivers; final assembly of rolling stock; the list of communications, train control and traction power equipment; procedures for publication of Buy America waiver requests; and waivers after contract award.
