WTKR-TV3August 15, 2011 NORFOLK— Blinking lights on I-264 warn drivers they’re approaching this: a four-way-stop on Ballentine Boulevard in Norfolk. It’s become a little more chaotic down here as a result of light rail test trains going through. And the caution on the interstate is the way Hampton Roads Transit and VDOT are giving drivers the proper heads up.
